Only the delivery priority shifts. Meta's system directs a larger share of Meta ad impression control and spend to the selected ad while the push is active. Once the test window ends, the advertiser has two options: release the ad back to standard delivery weighting, or keep pushing it further if the early results justify it.

Consider a seasonal Facebook ad promotion running for 48 hours. Before this update, an advertiser would either accept that the promo ad might get buried by a stronger evergreen ad in the same set, or duplicate the ad set entirely just to guarantee visibility, accepting a reset learning phase as the tradeoff. Meta began removing its "Your activity off Meta technologies" opt-out setting in July, folding it into a single "Activity from other businesses" control. Practically, this means Meta retargeting audiences may grow slightly over the coming weeks as more users who previously opted out re-enter the signal pool. Any lift in retargeting reach during this period should be read against that backdrop, not credited entirely to campaign optimization.


Separately, Meta location-based ad fees of up to 5% took effect July 1 for ads delivered in the UK, France, Italy, Spain, Austria, and Turkiye. Advertisers running campaigns in those markets should reconcile July invoices against actual delivery by country to catch any budget surprises early.
